Timothy M. Zulick CBRE, Senior Managing Director of CBRE's Baltimore office and regional multifamily and industrial service lines  Prior to joining CBRE Tim served as Senior Vice President, Leasing at First Potomac Realty Trust from August 2004 until January 2015. Prior to First Potomac, Mr. Zulick was Senior Vice President at Trammell Crow Company where, from 1998 to 2004, he concentrated on leasing, sales and development of office and industrial properties in the Baltimore-Washington corridor. From 1994 to 1998, he worked as a tenant and landlord representative with Casey ONCOR International where he also focused on leasing and sales of office and industrial properties. Prior to that, Mr. Zulick was with Colliers Pinkard and specialized in the valuation of commercial real estate in Maryland. He received a Bachelors degree in Business Administration from Roanoke College.

Tom joined Jackson-Shaw in 2005 to help establish the Maryland office of this national firm based in Dallas, TX. Primary development projects have included Beltway 50, The Brickyard and Andrews Federal Campus. Prior to joining Jackson-Shaw Tom was a partner at Stephens Aylward & Assoc., an architectural firm focused on commercial, industrial and institutional projects throughout the region since 1984. Prior firms included; Rounds VanDuzer, Benham Blair and Cass & Pinnell. A 1980 graduate of the University of Maryland with a B. Architecture, he was registered in 1982.

Tom presently serves on the Board of Directors of NAIOP DC-MD and is a member of the Legislative Committee. Community service has included; chairing a Special Committee for MD DLLR defining Practice Areas, member of the East County (MOCO) Citizens advisory Comm. 2004-2012, Prince George’s ANDREWS JLUS Implementation Comm., Prince George’s General Plan CAC, Chair Laurel Library CAC and the Board of the Greater Beltsville Business Association.

Bill is the Senior Vice President and Market Manager for the Real Estate Banking group in Washington, D.C.  He has been the local market manager for the Washington, D.C. office since June 2002 and has worked in the Washington, D.C. office since 1994.  He started his career at PNC in the corporate banking training program in Pittsburgh in 1991 and subsequently moved to PNC’s Philadelphia Real Estate office in 1992.  Prior to joining PNC, Bill’s previous employers included Price Waterhouse, The Artery Organization and Heller Financial.   

Bill presently serves on the Board of Directors of NAIOP DC|MD and is a member of DCBIA, Northern Virginia NAIOP, ULI Washington and the Greater Washington chapter of the Real Estate Lender’s Association (RELA).

Bill received a BSBA in accounting from Georgetown University in 1985 and a MBA from the University of Notre Dame in 1991.  He is also a CPA.

Greg Rooney is Vice President of Development for The Bernstein Companies and oversees all aspects of their development practice. He is responsible for the development efforts from the point of raw land acquisition through rezoning, master planning, entitlements, design, and construction processes. Notable current projects include roughly 450,000 SF mixed-use hotel and office development in Bethesda, 800,000 SF of multifamily residential and commercial office in downtown DC, and over 1 million SF of mixed use transit oriented development in Reston VA.  Before joining The Bernstein Companies in 2007, Mr. Rooney owned and operated a development services company that managed numerous multi-family construction projects throughout the mid-Atlantic. A member of numerous development organizations, he also serves on the Board of Directors for the BCC Chamber of Commerce and is Chair of Bethesda Green’s Board of Directors.

Stacy Plotkin Silber is a land use attorney at Lerch, Early & Brewer in Bethesda, Maryland whose practice focuses on land use and zoning issues in Montgomery and Prince George’s Counties. She helps clients navigate the complexities of securing approvals for their projects at the local and state levels of government. Her clients include developers with mixed-use, office, retail and residential projects, as well as private schools.
Stacy’s experience includes master planning, zoning, rezoning, project plans, site plans, subdivisions, historic preservation, affordable housing matters, transferrable development rights, legislative matters, special exceptions and variances.   She acts as an advisor and tenacious advocate from the very beginning of the development stage of a project, helping clients avoid potential hurdles during the course of the approval process.  

Stacy received her Bachelor of Arts from Emory University and her Juris Doctor from the Catholic University of America Columbus School of Law.  Prior to joining Lerch Early, she was a partner in the Montgomery County office of a global law firm. She is admitted to practice in Maryland and the District of Columbia. Stacy serves as chair of the Leadership Committee of the Maryland/DC Chapter of NAIOP, and on NAIOP’s Sustainable Development Committee.   Stacy is a member of BB&T’s Advisory Board, and serves on the North Bethesda Transportation Management District Advisory Committee.

Stacy also is active in the community. She is passionate about the need for affordable housing in Montgomery County, and for seven years, she served on the board of the Montgomery Housing Partnership, a nonprofit that provides affordable housing and support for working families; she chaired the board for two years.  Stacy currently serves as a trustee for the National Center for Children and Families, and serves on the Josiah Henson Park Planning Committee (Uncle Tom’s Cabin), which is part of the National Park Service’s National Underground Railroad Network to Freedom Program.   Stacy also serves on the Host Committee of the Boys and Girls Club Annual Real Estate Luncheon.

Mr. Smith is a partner in Trammell Crow Company’s MidAtlantic business unit.  Trammell Crow Company is a leading national developer of commercial real estate with offices in sixteen major markets around the country.  Mr. Smith is responsible for sourcing new development opportunities and managing the execution of office, multifamily, retail, and industrial projects throughout the Washington, DC metro region.  He is currently responsible for a development portfolio of over 2 million square feet.    

Mr. Smith is an active participant in several real estate industry groups, including ULI, NAIOP, and the DC Real Estate Group.  His involvement in the local DC community includes serving on the  Foundation Board for Children’s National Medical Center and participating in BUILD, an organization whose mission is to use entrepreneurship as a means of propelling severely at-risk youth towards college admission and professional success. 

Mr. Smith earned a Masters in Business Administration from the Graduate School of Business at Stanford University in 2002, and graduated summa cum laude from Duke University in 1995.  He lives in Chevy Chase, DC, with his wife Grace and two young sons, Hugh and Campbell.

Mike Smith has recently joined the Montgomery County Executive’s office to serve as the County’s first Ombudsman to Property Owners and the Real Estate Development community. Previously Mike was a Senior Vice President with LCOR Inc. where he led significant real estate development projects in Montgomery County and elsewhere in the metropolitan Washington DC region. He also serves on the Board of the MD/DC Chapter of NAIOP. Mike has a Masters degree in Real Estate Development from MIT.
Mike will leverage his expertise to champion significant real estate investment projects and increase the transparency and responsiveness of the County’s project review and approval process. Mike will also provide an owner/investor/developer perspective on the effects of proposed zoning changes, new master plans and other County land use initiatives on the real estate investment decision-making process.
